Newcomer achieves high score

H. Roos Autoberging from Capelle aan den IJssel was among the fastest IM recovery operators in the Netherlands during the second quarter of 2016. The company carried out eighty recoveries on the A20 motorway and twenty on the N219 trunk road, with an average arrival time of 5:50 minutes (figure corrected for delays as a result of congestion). Only Rhoon-based Takel-, Berging- en Transportbedrijf A. Barendregt was faster, in two districts. In district ZH166, near Rhoon, the average arrival time was 4:37 minutes, and in district ZH175 around Zwijndrecht, the recorded time was 5:49 minutes.

The performance by these two Rotterdam-based recovery operators was typical for the new batch of IM operators that started work on 1 April 2016. On the country's main roads, 17,093 recovery operations were carried out, with an average arrival time of 13:55 minutes. Taking account of delays due to traffic congestion, the average arrival time was 12:09 minutes, 14 seconds faster than in the previous quarter.
These excellent results were achieved despite continuing cutbacks in the sector. Whereas on 31 March of this year, 77 recovery operators were still at work on the main road network, by 1 August, the number had fallen to just 64. This fall was above all a consequence of the outcome of the last tendering procedure. In addition, two IM recovery operators ceased operations during the second quarter.

Adrie Visbeen, Managing Director of Auto- en Bergingsbedrijf Visbeen from Oude Tonge handed over his recovery activities on 1 June to Auto en Motoren Vermaat in Hellevoetsluis. Visbeen is still trying to get used to the change this decision has made to his life: no more recoveries in the middle of the night and no waiting for a phone call, that could come at any time. For Bram Kempeneers, the situation is different. Although his business, Bergingsbedrijf Kempeneers in den Oever was handed over to Haulo Berging in Alkmaar, on 1 July, for the time being, Kempeneers himself will continue to work as a recovery operator.
Elsewhere, three companies bade farewell to the recovery market, in Friesland. These were Takel- en Bergingsbedrijf Theo Faber in Leeuwarden, Autobedrijf Sypersma in Oosterwierum and Autobedrijf R.A. Ketellapper in Stiens. In the last round of tenders, none of these three was allocated an IM recovery district. Theo Faber in particular can look back on a long service record as an IM recovery operator in the Leeuwarden area. The other two companies only became active as IM recovery companies in 2013, following the introduction of incident management on a number of provincial roads.

The second quarter of 2016 saw a record level of IM reports. In April, May and June, the LCM received a total of 21,188 reports on IM roads, 23% more than in the same period in 2015. The figure in fact outstripped the record of 22,005 reports, set in the first quarter of 2012.
In 52 work areas, performances were recorded in the last quarter, which clearly exceeded the contractual standard. This is reflected in the table below. This table shows the districts in which 95% or more of the recoveries were carried out with an arrival time within the standard of 20 minutes during the day and 25 minutes at night. Districts in which the recovery operators arrived at all reported incidents within the standard time, a total of 21, are marked with an asterisk.
