The response times of IM recovery companies were higher in the third quarter of 2015 than in previous quarters of contract period 2013 - 2016. The average response time for a total of 15,902 incidents was 14.09 minutes. This was half a minute more than in previous quarters. When delays as a result of congestion are taken into account, the average was 12.27 minutes, similarly half a minute more than usual.

Longer response times were primarily registered with a number of larger companies that will be losing work in the next period. However, the response times for the majority of the network remain excellent. This was due in no small part to the first-class work that was performed by many small-scale recovery companies operating outside the Randstad area. These are companies that are often irreplaceable in their area of operations and the allow Stichting Incident Management Nederland to achieve a good performance on national level.
Many of these recovery companies have been working in the industry for decades. They are the established elements in a network that is changing rapidly due to the continuing trend of upscaling. These local players cannot always be found in the list of fastest recovery services. Their operating area is too widespread for that. But their performance is the equal of the top achievers. An example of this is Bergingsbedrijf Kempeneers in Den Oever. The firm has been in business since 1990, covering a stretch of the A7 ranging some forty kilometres from Medemblik to Breezanddijk. In the last quarter, as in all previous quarters, they were able to respond to incidents in an average response time below the nationwide average.
The table below shows operators that in the quarter just ended arrived on the scene 95% of the time (or more), within the standard response time of 20 minutes during the day or 25 minutes at night. Companies that arrived at all reported incidents within the standard time are marked with an asterisk.
