Congestion leads to longer arrival times

During the fourth quarter, arrival times for IM recovery companies were slightly longer than in the previous quarters. The rise was mainly due to an increase in the number of accidents and the volume of traffic congestion on Dutch roads in the final months of 2013.


Congestion leads to longer arrival times

13.927 recovery operations were carried out on the trunk road network (IM roads), during the fourth quarter of 2013. The average arrival time was 14:06 minutes, 22 seconds more than in the third quarter. This rise was mainly due to increased time losses as a result of congestion. Corrected to take account of this delay, the average arrival time totalled 12:17 minutes, just 8 seconds more than in the previous quarter.

The arrival times for IM recovery operators in 2013 were more than 40 seconds higher than in the record year 2011. This difference relates to a fall in the number of incidents reported by the recovery operators, themselves. These incidents mainly involved breakdowns which the recovery operators came across. Such vehicles are reported to Rijkswaterstaat, and immediately taken in tow by the recovery companies. In many cases, the arrival time for incidents of this kind is zero, because the report only arrives at the National Central Reporting Point (LCM) of the Stichting Incident Management Nederland after the IM recovery operator has in fact already arrived at the scene.

In 2013, recovery operators were able to report less incidents themselves, as a result of a more reticent approach by Rijkswaterstaat in the removal of broken down vehicles. Such vehicles are only removed if they represent a clear risk to other traffic. In 2011, for 8% of all reports, an arrival time of zero second was recorded. Over the past twelve months, that number had fallen to just 3%. The overall average arrival time for recoveries with an arrival time of 1 second or more, in 2013, was practically identical to the figure for 2011.

Nonetheless, many of the recovery companies still achieved top-class performances during the fourth quarter of 2013. In more than one quarter of all operating areas, over 95% of callouts were completed within the standard time of twenty minutes during daytime and twenty-five minutes at night. In 23 districts, the recovery operator arrived at the scene of the incident within the standard time, in response to all reports received. The names of the recovery companies in question appear in the table below.
