New recovery companies quick out of the starting blocks

During the second quarter of 2013, car recovery companies achieved excellent arrival times in removing cars from motorways and other major roads (the IM roads). Nationally, 12,186 recoveries were undertaken with an average response time of 13:41 minutes, more than one minute faster than during the first quarter of the year. If delays caused by congestion are deducted, the average response time was in fact 11:59 minutes -almost one minute faster than the equivalent figures for the previous quarter.
This performance reveals just how quickly the new team of recovery companies, who started work on 1 April 2013, have come out of the starting blocks. As a result of the tendering procedure for recovery agreements for the period 2013 to 2016, some of the country's fastest recovery companies were forced to step down, a story reported by Stichting Incident Management Nederland on 7 May. Fortunately, they have been replaced by other fast recovery companies.
Among the most eye-catching newcomers were Jan van de Graaf Jr. from Zestienhoven, Van Dongen Berging from Landgraaf and Autoberging Kerstens in Noordhoek, close to the Moerdijk industrial estate. Van de Graaf was last registered as an IM recovery company in 2002. The company returned to motorway work on 1 April, and achieved excellent performance on the A20 motorway between the Kleinpolderplein and Nieuwerkerk aan den IJssel, and on the A16 as far as the Ridderkerk intersection (districts ZH163 and ZH169).
Van Dongen was last involved in IM work in 2004. This company also quickly got down to work. Van Dongen was awarded IM contracts for the A2 motorway between Echt and Vliegveld Beek, and on the A76 from the Belgian border through to the German border (districts L364, L366, L367 and L368). Throughout this area, the company performed well above average. Kerstens, finally, is the new recovery company appointed in the western part of North Brabant (NB297, NB299 and NB302). This company also achieved excellent times in all awarded districts.
Other solid performances were delivered by Wolves, newcomer in the busy Apeldoorn district (GL242) and Bergnet, in Amsterdam. Since 1 April 2013, Bergnet is the country's largest IM recovery operator. Bergnet performed very well in almost all awarded districts. One small recovery company that deserves a special mention is the Koolen Garage en Bergingsbedrijf from Emmen. This company covers the poorly accessible section of the A37 motorway above Coevorden. Even in this difficult location, Koolen succeeded in completing all its call-outs within the set standard time. During daytime hours and in the evenings the standard time is twenty minutes, and at night (23.00 - 05.00 hours) twenty-five minutes.
In total there were 54 districts in which the recovery companies succeeded in arriving at the incident scene within the standard time on at least 95% of all callouts. These districts are listed in the table below. In 23 districts, the recovery company arrived at the incident scene within the standard time on all callouts.
