IM network running at full speed

During the third quarter of 2011, car recovery companies on the Dutch trunk road system once more achieved excellent arrival times. The average arrival time at 13:29 minutes was slightly shorter than in the previous quarter. Corrected for delays as a result of traffic congestion, the average arrival time was 11:37 minutes. The Incident Management Coordination Centre(LCM) of Stichting Incident Management Nederland received 18,301 reports on the IM roads, during the third quarter. Following deduction of wasted callouts, cancellations and a number of special report categories, 13,605 orders remained on the basis of which arrival times could be determined.
The top performances were provided in the Province of Zuid-Holland. There, the average arrival time for all recovery companies together was 10:19 minutes (following correction for delays due to traffic congestion 8:35 minutes). This average was above all achieved thanks to very short arrival times of Berging- en Transportbedrijf A. Barendregt on the Rotterdam orbital, and Takel- en Bergingsbedrijf Vreugdenhil on the motorways around The Hague. Both companies deal with a large number of reports. They are able to achieve such excellent figures due to the fact that they operate mobile patrols on the busy roads in their area.
This approach results in figures comparable to those of the standby-recovery vehicles that since 10 July have been on station at a number of strategic motorway-side locations. The IM recovery companies, however achieve these times 24 hours a day on all IM roads in their district. The standby-recovery companies operate in a precisely-described area, in which they have a vehicle set aside specifically for standby work, on call, by the roadside. This comparison puts the performance of the fast IM recovery companies in an even better light.
Not only the major IM recovery companies achieved good scores. In Overijssel, Autax in district O74 (Ommen) achieved an average corrected arrival time of 7:27 minutes. 't Hart van de Krimpenerwaard in district ZH170 (Krimpenerwaard) achieved an average time of 7:38 minutes. Haulo Berging managed an average of 7:45 minutes in NH116 (Alkmaar) and Autobedrijf J. Paijmans ended up with an average time of 7:49 minutes in NB314 (Udenhout). Two other recovery companies also achieved an average arrival time of below 8:00 minutes, namely Delta Berging en Transport in district GL239 (Harderwijk) and Autohulpdienst Ben Heiltjes in NB330 (Cuijk), both with an average arrival time of 7:52 minutes.
In 51 work areas, recovery companies succeeded in at least 95% of all callouts in achieving an arrival time of less than twenty minutes. In 19 districts, the recovery company was at the site of the stranded vehicle within twenty minutes, on every occasion. Among the top scores this quarter were six new faces: Barendregt in district ZH186 (Ridderkerk), Bergnet in district U205 (Baarn), De Driesprong in L353 (Venray), Haulo in NH113 (Den Helder), Theo Rood in NH118 (Opmeer) and Vika Hattemerbroek in GL235 (Wezep).

Districts in which the performance relates to multiple quarters are marked with an abbreviation for the quarters in question. In these districts, multiple quarters were needed to arrive at a total of 10 callouts.
