Pilot with bonus scheme for faster recovery

Rijkswaterstaat has taken the initiative to carry out a trial with rewards for fast recovery operators. As part of this trial, selected companies are entitled to a bonus for every recovery order in which they achieve an arrival time of less than 18 minutes. The trial will run between 1 May and 31 July 2008 and will be implemented by Stichting Incident Management Nederland. Six recovery companies have been selected for the trial, all of which achieved excellent arrival times in the fourth quarter of 2007. These companies are Autosleepbedrijf Sprankenis, Bergingsdienst.nl, Bergnet, Kraanbedrijf W. Stouwdam, Takel-, Berging- en Transportbedrijf A. Barendregt and Vorgers Autoberging.
During the pilot, these companies will provide Stichting Incident Management Nederland with detailed information about the work carried out on IM roads. The assessment of their performance will be based on the records from the Arrival Times System Incident Management (AIM). The participating recovery companies are entitled to a € 45 bonus for every incident report during peak hours with an arrival time of less than 18 minutes. The bonus amount may rise to € 60 for an arrival time of less than 15 minutes and € 75 for an arrival time of less than 12 minutes. The additional payment will only be made if the recovery company complies with the contract conditions of Stichting Incident Management Nederland in the relevant district. An additional test will be carried out to check whether the legal maximum speed was not exceeded during the implementation of the recovery.
The results of the pilot will be evaluated by Rijkswaterstaat. The evaluation will include an assessment of whether arrival times in the trial period are demonstrably shorter than in a reference period in which no bonus scheme applied. Depending on the results of the study, Rijkswaterstaat will decide later on this year whether a bonus scheme will become a structural element of recovery agreements to be entered into on 1 April 2010.
