The new contract period for IM recovery operators started on 1 April 2019. The eighth round for IM recovery activities since 1999 resulted in the contracting of 58 recovery companies, twelve fewer than at the start of the previous contract period in 2016. Over the next three years, the selected companies are expected to be responsible for recovering more than 300,000 passenger vehicles on 2,790 kilometres of motorway and 4,125 kilometres of other roads.

Just as in 2016, the affiliated companies Vreugdenhil and BCU are together the largest IM recovery operators. In the Province of Utrecht and the area around The Hague, fifteen districts were awarded to this pair, representing a total market share of 12.5 %. BCU-Vreugdenhil is followed by Van Eijck, Quartel and Bergnet, together responsible for a 30% share of the market. The ten largest IM recovery operators in the new network together represent a 70.5% share of the total work volume. In 2016 the figure was 68.0%.

Recovery companies are contracted for a period of three years with an option for extension through to 31 March 2023. A list of the new recovery companies in order of market share appears in the table below. Also shown is the position achieved by the companies at year end 2018 in the list of largest IM recovery operators. Market shares in districts awarded to a consortium are divided between the partners.

Of the companies still active as IM recovery operators up to 31 March 2019, in the new network, three will not be returning. The brothers Peter and Wout Paijmans of Autobedrijf J. Paijmans have decided to close down their business. The company established by their father in 1963 has been actively involved in the recovery of passenger vehicles since 1970.

Van Egeraat Berging en Transport in Oosterhout opted to not sign up independently and will be returning in the new contract period as a subcontractor to Van Eijck Mobility in the West-Brabant region. Varamo Breskens failed to consolidate district Z288, which was previously awarded to the company. The work area in the west of Zeeuws-Vlaanderen was instead awarded to Takel en Berging Vermaat. This company, based in Hellevoetsluis, opened a new branch in Terneuzen last year.
